Justice 40 is a Community Engagement Project between the Bullard Center for Environmental and Climate Justice at Texas Southern University and the Deep South Center for Environmental Justice.
Overview
The Justice40 Initiative formalized President Biden’s commitment to make environmental justice a part of the mission of every agency by directing federal agencies to work with states and local communities to make good on the administration's promise to deliver at least 40 percent of the overall benefits from Federal investments in climate and clean energy to disadvantaged communities.
Our joint HBCU-CBO driven collaboration launched its Justice40: A Time for Righteous Investment initiative in August 2022—convening more than 100 leaders of community-based organizations, small businesses, and faith-based groups. Recently, the Bullard Center and DSCEJ organized Justice40 Regional Hubs led by people of color and indigenous community-based organizations.
Louisiana and Texas are two states where environmental justice communities will converge to participate in education and research skills training provided by the Bullard Center for Environmental and Climate Justice and the Deep South Center for Environmental Justice (DSCEJ).

Current Events
The Bullard Center hosted a Justice40 Screening Tools Training in Houston, TX at Texas Southern University March 20-22, 2023. Community leaders were taught to use several tools to properly understand environmental and climate justice data in their communities and assess the efficacy of screening tools to accurately identify “disadvantaged” community designation for Justice40 funding.
